A Guide For Locating Valid Subject Headings Used in Indexing Bills
Valid subject headings appear in all CAPITAL letters. Terms appearing in lower case are not valid subject headings and simply refer you to the valid heading.
Subjects are terms that describe the general topic of a bill, such as “Education,” “Motor Vehicles,” or “Utilities.” Legislative staff assign one or more subject terms to a bill, using a standardized vocabulary, so that users can locate legislation of interest to them. Keywords are words that appear in the synopsis of a bill (the brief description that appears in search results). Synopses are more detailed descriptions of particular bills, but because they are less standardized, keyword searches may not return all the bills for a particular topic.
